Personally, I look at this concept to mean that the State should not favor one religion over another. However, I have no problem with the government giving taxpayer dollars for religious activities that reflect American values as long as it does not favor one religion over another. Allowing students to pray with peers may satisfy that requirement. But many people interpret this clause differently.
